@th just not letting that door swing open easily could very easily be the problem the system pictured is there to address. Without more context, it's a bad idea to heap scorn on it.
@th I guess the aversion to risk has a model where "somebody steals whatever's in that structure" is weighed as a bigger risk than "can't get to the stuff that's in there," which could easily go the other way.
