All time should be seconds since the epoch (1970-01-01T00:00:00+000) and the divisions of time should be the kilosecond (~16 minutes), the megasecond (~11 days) and the gigaseconds (~315 years).

@th As long as humans inhabit the surface of the earth, we will be stuck with the day and the year as time units. But we can and should ditch HMS and use decidays and centidays.
For extra sci-fi-cred, seconds are to be renamed "cycles" or "ticks", as in "It has been 2.6 kilocticks since the last burn and we have 3.2 clicks per tick of delta V remaining."
