Mobile reports "upload failed". How abut web?

Despite the ping going from 5ms to 0.2ms and an unloaded machine, posting latency seems to have gone up. From hitting "`Toot!`" to showing up on the time line feels longer.

upgraded the base server from ubuntu 18.04 to 20.04, which required recompiling some of the ruby stuff and dealing with packages that had gone away. the actual mastodon / glitch-soc install is ancient, so next is to figure out if it is possible to upgrade that in place.
